1. General Information
The biotechnology development trend in Türkiye occurred in the plane of "politics," that is, in development policies, in the 1980s; it occurred in science and technology policies in the 1990s. However, the "legitimacy" and biosafety studies in the curriculum date back further. It was necessary to call attention to the biotechnology precautions that are lurking behind biotechnology products and applications.
The Vision 2023 Strategy Document was created as a result of the collaborative efforts of technology foresight panels and technology strategy groups, and it was presented at the national level for the first time in Türkiye. This study was conducted as part of the "Vision 2023" project, with the goal of becoming an effective tool in determining science and technology policies. This project consists of four sub-projects titled "Technological Talent", "Researchers Inventory" and "National R&D Infrastructure" together with the "Technology Foresight" study, aimed at compiling objective data about Türkiye's science and technology system. All of these studies will lead to the formulation and implementation of Türkiye's Science and Technology Strategy. The Vision 2023 Technology Foresight Study emphasizes four main issues, which should be addressed gradually in order to achieve this result. The Vision 2023 Strategy document has been prepared to create a Türkiye desired by thousands of experts from every sector and segment in the field of technology. When we look at the world, the most important purpose of technology foreseen by other countries is to create an attitude towards shaping the future together as desired. Priority technological activity subjects in which we need to gain competence to achieve the socio-economic goals that will support the vision are grouped under 8 main headings. These are information and communication technologies, biotechnology and gene technologies, nanotechnology, mechatronics, production processes and technologies, material technologies, energy and environmental technologies, and design technologies. The inclusion of biotechnology in the 2023 targets shows that Türkiye follows global strategies in this regard.
According to the 10th Development Plan, technological developments are expected to support economic, social, and military developments. At the forefront of these technologies are information technologies, automation and advanced production techniques, and health technologies. Among these, biotechnology, nanotechnology, and environmental technologies are in rapidly developing areas. These issues are expected to be on the agenda both ethically and environmentally. Among the planned strategies, there is the creation of technoparks and a technology platform by giving priority to the development of products with high added value, the protection of gene resources, and research on nanotechnology and biotechnology (10th Development Strategy, 2014-2018).
It is a programming tool that determines and directs the budgets based on the policies and priorities included in the Medium Term Program (2018-2020) prepared by the Ministry of Development. Under the title of R&D and competence capacity, it has been stated that support will be given to the training of researchers in the fields of biotechnology, information and communication technologies, and advanced material technology, which have the capacity to transform many sectors, and to the establishment of infrastructure, R&D support and commercialization programs. In the new Medium-Term Program (2019-2021) prepared by the Ministry of Development, it has been reported that the domestic production of 20 biotechnological drugs that are not produced in our country will be encouraged and our competencies in the field of biotechnology will be increased.
On the other hand, Türkiye’s Biotechnology Strategy and Action Plan (2015-2018) prepared by the Ministry of Science, Industry, and Technology of the Turkish Republic, emphasizes the increasing strategic importance of biotechnology in the world and the developments in this field. Industrial biotechnology, agricultural biotechnology, and health biotechnology are included as priority areas in the Turkish Biotechnology Strategy, and the document includes 25 actions under 6 targets. This action plan draws on key indicators of biotechnology used in the Organization for Economic Co-operation and Development (OECD). According to TÜSİAD's 2006 data, it was determined that the number of biotechnology and biotechnology companies in Türkiye increased from 50 in 2000 to 90 in 2005. When Technoparks were evaluated according to the Biotechnology Strategy and Action Plan, it was reported that 77 technoparks have been established so far, 56 of which are in operation. It has also been reported that 143 out of 4,916 companies exhibit biotechnology-related research and experimental development activities in active technoparks. Therefore, it can be said that there was a very high increase in the number of biotechnology companies between 2005 and 2018.
As a result of referred formation, the developments of biotechnology at the level of public institutions and organizations as well as private universities and companies have been accelerated after 2000. In line with these discussions and developments, the politics of biotechnology and its applications in Türkiye have been formed as biotechnology is a priority area. Furthermore, priority requirements have been established within the framework of the European Union and developed countries.
The Biotechnology and Biosafety Department has been offering postgraduate education as an interdisciplinary department of the Institute of Natural and Applied Sciences since 2012. Each year, at the beginning of the fall and spring semesters, the department determines the graduate student quota. Graduate students are admitted in accordance with the admission and registration requirements set out by the Institute of Natural and Applied Sciences.
The Biotechnology and Biosafety Department has been established in cooperation with the relevant departments of the University's Faculty of Arts (Biology, Chemistry, Physics), Faculty of Engineering and Architecture (Chemical Engineering, Mining Engineering, Industrial Engineering), Faculty of Medicine (Histology and Embryology, Medical Biology) and the Faculty of Economics and Administrative Sciences (Business).
The aim of the program is the training of human resources for the scientific and technological infrastructure required for different industrial applications.

6. Qualification Requirements and Regulations
The PhD program consists of minimum seven courses (compulsory/elective), a seminar course, a proficiency exam, a thesis proposal, specialization field courses and a thesis study. According to the ECTS regulations, to graduate from the program minimum 60 ECTS credits of course work and 120 ECTS credit thesis study work must be taken. The letter grade of the courses must be at least CB for each course, and the cumulative grade point average (CGPA) must be at least 3.0/4.0. After the courses are completed, the proficieny exam is conducted to evaluate students' fundamental and field knowledge.
Student who succesfully passes the proficiency exam presents the thesis proposal to the Thesis Committee. According to the ESOGÜ-GER, after the thesis proposal is accepted, the student must submit and defend Thesis Progression Report to the Thesis Committee, once every 6 month. In thesis study period, the student must submit at least 3 reports and succesfully defend them. At the end of thesis study, the student must take the thesis defend examination. To graduate from the program, the student must succesfully defend the thesis that was written according to the Thesis Writing Guide.

National and international academic career opportunities are available for Biotechnology and Biosafety program graduates. In addition, they can serve as biotechnologists and biosafety experts in the Ministry of Health, universities, research institutions, laboratories, the food industry, medical, agricultural, pharmaceutical industry, Ministry of Food, Agriculture, and Livestock, Ministry of Environment and Urban Planning, Ministry of Forestry and Water Affairs and similar organizations.

11. Examinations, Measurement and Evaluation
Evaluation and assesment methods for each course are determined by the course instructor and announced at the beginning of the term. The relevant information is described at the Course Information Form for each course. Grades/success evalutions of courses are conducted according to the ESOGU-GER.
12. Graduation Requirements
The PhD program consists of minimum of 21 credits for the students who are accepted with MSc degree, at least seven courses, a seminar course, a proficiency exam, a thesis proposal, specialization field courses and a thesis study. According to the ECTS regulations, minimum 60 ECTS credits of course work and 120 ECTS credit thesis study must be taken. The credits of the proficieny exam and the thesis proposal are both 30 ECTS . The required total credit is 240 ECTS.
The PhD program is eight semesters, and the maximum completion time is twelve semesters. The letter grade of each course must be at least CB, and the CGPA must be at least 3.0/4.0.
Students must succesfully complete their courses, pass the proficiency exam, defend the thesis proposal, and submit and succesfully defend at least three Thesis Progression Reports. To graduate from the program, the student must write their PhD dissertation according to the Thesis Writing Guide determined by the Graduate School and succesfully defend in front of the jury. .
